Training and education can enhance the efforts of public/private partnerships to develop plans and collaborate on emergency preparedness issues. Public- and private-sector partners can improve understanding of each other's preparedness responsibilities, procedures, priorities and capabilities through education, training, and technical assistance. Opportunities to educate, train and provide technical assistance to partners can help develop relationships, clarify roles, establish common terminology, identify planning and preparedness gaps and best practices, and raise awareness of needs, interests and threats.

The threat of an active shooter exists anywhere people gather. College campuses, movie theaters, churches, malls, night clubs, businesses and restaurants have all been targeted by active shooters. One of the foremost concerns in the Commercial Facilities sector is the threat of an active shooter targeting a venue, employees, or visitors to their facility.
This training was the result of collaboration between commercial facilities partners and emergency response agencies, law enforcement, The Commercial Facilities Sector-Specific Agency (SSA) collaborated with the Emergency Services SSA, representatives of the law enforcement community, and partners in the Retail Subsector
The Safeguard Iowa Partnership’s active threat training is instructed by a retired law enforcement professional with over 35 years of experience, including 12 years as a member and a leader of a police tactical unit. This course goes beyond the included essentials of running, hiding, and fighting. It also includes some characteristics of potential active shooters, with the hope that a troubled person can be helped before he or she could receive help or support before a situation becomes violent.

Each day the news media seems to cover a different situation wherein a person’s anger has turned to violence. Travel and shopping trips are more complicated because there is a greater potential to encounter a violent situation or even criminal activity.
The goal of our situational awareness seminar is to help you recognize potential threats, train your brain to react, and to follow through with appropriate action. In situations where an anger issue may develop, we train our participants to—
– Identify physiological signs of anger
– Understand the common triggers of anger
– Recognize the levels or stages of anger
– Learn the appropriate steps you should consider at each stage

Active Threat Facility Assessment
The Active Threat Facility Assessment may be conducted with or without Safeguard Iowa’s Active Threat Seminar. The facility is assessed from a potential active shooter’s perspective and followed up with a discussion of options for consideration to harden your facility and make an active shooter’s efforts more difficult. Included in the assessment is an interview with personnel who oversee security, risk management, and continuity of operations for your organization. This facility assessment can be done in the form of a conversation during the assessment where organization personnel take notes, and no written product is produced by the Safeguard Iowa Partnership. A more in-depth assessment can also be conducted, with a written product from Safeguard Iowa, with options for consideration. Suggested donations for unwritten assessments and fees for written assessments vary with the size of the facility. For small businesses and organizations, inability to donate or pay fees should not be considered a barrier to obtaining our services.
All Hazards Facility Assessment
This assessment is like the assessment described above, but there is a more thorough discussion of other risks, including property crime, acts of nature, and continuity of operations. This assessment can be conducted in written or unwritten form, just as described above. Suggested donations for unwritten assessments and fees for written assessments vary with the size of the facility. For small businesses and organizations, inability to donate or pay fees should not be considered a barrier to obtaining our services.
If you are new to exercise design, and would like assistance with designing a basic exercise, Safeguard Iowa is willing to assist you. If you have already designed your exercise and would like suggestions or options for consideration for the exercise, we are also willing to assist. If you have designed a larger exercise, we can suggest some resources for assistance. Suggested donation varies with the size of the organization.
